The Independent Police Complaints Council (IPCC) Bill was gazetted on 29 June 2007 and was tabled at the Legislative Council (LegCo) on 11 July 2007 for First Reading. It is now under scrutiny by the relevant LegCo Bills Committee.

The IPCC Bill seeks to incorporate the existing IPCC, to provide for the IPCC's functions of observing and monitoring the handling and investigation of reportable complaints by the Police, to provide for the IPCC's powers relating to its affairs and operation, to provide for the appointment of observers in relation to reportable complaints, and to provide for connected matters.
