Welcome Message

Mr. JAT Sew-Tong, SC Chairman, IPCC

Welcome to the website of the Independent Police Complaints Council (IPCC).

IPCC is an independent body appointed by the Chief Executive.  Our main functions include observing, monitoring and reviewing the handling and investigation of reportable complaints by the Police and making recommendations in respect of the handling or investigation of such complaints, and identifying any fault or deficiency in the practices or procedures adopted by the Police that has led or might lead to reportable complaints.

We are committed to maintaining a fair, effective and transparent police complaints system.  We strive to ensure that Police's investigations into reportable complaints are fair and just, and that every complaint is dealt with properly and impartially.  We also seek to identify any inadequacies in police practices and procedures with a view to minimizing complaints.

IPCC has become a statutory body since the commencement of the IPCC Ordinance on 1 June 2009.  The Ordinance provides the Council with a legal basis to exercise its role and power.  It also imposes a statutory duty on the Police to comply with the Council's requirements, further enhancing our independence in dealing with police complaints.  For example, IPCC is empowered to require the Police to investigate or re-investigate complaints, to submit investigation reports to IPCC and to provide other information as IPCC requires.

This website tells you more about IPCC, our commitments and pledges.  We welcome any suggestions to improve our services.
