Welcome Message from the Independent Police Complaints Council
 

Welcome to the homepage of the Independent Police Complaints Council (IPCC).

IPCC is an independent body appointed by the Chief Executive to monitor and review the investigations by the Complaints Against Police Office (CAPO) of complaints against the Police by the public.

IPCC is completely independent of the Police. Our aim is to ensure impartiality and objectivity in monitoring and reviewing the investigation of complaints against the Police.

The IPCC Bill was passed by the Legislative Council on 12 July 2008. The Ordinance incorporates the existing IPCC and contains clear provisions on its functions and powers, further enhancing the Council's independence in the police complaints system.
