Mr Richard Yu (Secretary-General) was invited by Rotary Club of Victoria as the guest speaker. During the dinner, Mr Yu expounded on the history and statutory functions of IPCC and discussed with the attendees the current two-tier police complaints system.

Following IPCC’s visit to Macau in January 2019, The Macao Security Forces Disciplinary Committee (CFD) paid a reciprocal visit to IPCC today. During the meeting, Dr Anthony Francis Neoh (Chairman), together with Members Mr Herman Hui Chung-shing (Operations Advisory Committee Chairman), Dr Eric Cheng Kam-chung (Chairman of Case Vetting Sub-group 4), Mr Barry Chin Chi-yung and Ms Ann Au Chor-kwan, exchanged views with Mr Leonel Alberto Alves, President of CFD and the delegation on the current situation and the development of complaint monitoring systems in the respective cities. Mr Richard Yu (Secretary-General) also introduced to the delegates the two-tier police complaints system in Hong Kong, the changes in local social environment, as well as the forth-coming 10th Anniversary activities. The delegation expressed that they gained useful information and better understanding of IPCC’s work through the visit. They also hoped the communication and bonding between the two organisations could be further enhanced.

Mr Richard Yu (Secretary-General) introduced the work of IPCC and Hong Kong's two-tier police complaints system at a meeting with Sha Tin District Secondary School Heads Association. He also shared with attending Principals the IPCC School Programme which has been actively pursued with secondary schools since 2016.

IPCC received a team of 15 Mainland officials from the Common Law Training Scheme organised by the Department of Justice. During the meeting, Mr Richard Yu (Secretary-General) delivered a presentation on the two-tier police complaints system in Hong Kong as well as the statutory functions of the Council. Members of the study group also shared their experience working in their respective legal and law enforcement departments in the Mainland.

Mr Richard Yu (Secretary-General) attended the High Table Dinner organised by the R.C. Lee Hall of The University of Hong Kong as a Special Guest. During this occasion, he delivered a speech to over 350 undergraduate and postgraduate students on the statutory functions and values of the IPCC. Mr Yu also took this opportunity to listen to the young audience’s views and discuss with them the principles and process of vetting complaints.

The IPCC received a delegation from Indonesia National Police Commission. During the meeting, Mr Richard Yu (Secretary-General) delivered a presentation on the two-tier police complaints system in Hong Kong and the role and statutory functions of the Council. The two parties also shared experience in handling complaints against the Police. The delegation expressed that they would take reference from the experience of this visit and make recommendations to the President of the Republic of Indonesia to further enhance the service quality of Police Force in the country.

Over 20 members from Hong Kong United Youth Association paid a visit to the IPCC. Mr Richard Yu (Secretary-General) and other representatives of the Secretariat introduced to the visitors the two-tier police complaints system in Hong Kong. Attendees shared their work and experience in youth education.

Arranged by Member Mr Arthur Luk Yee-shun, SC, several professors and graduate students from The Law School of China University of Political Science and Law, together with representatives of Hong Kong Bar Association, visited the IPCC. The meeting shed light on the statutory functions of the IPCC as provided for under the IPCC Ordinance.

The IPCC received a delegation led by Mr Huang Shaodong, Political Commissar of Shenzhen Customs Anti-Smuggling Bureau. At the meeting, Mr Richard Yu (Secretary-General) delivered a presentation on the monitoring procedures and latest complaint statistics of the Council. The two parties also shared experience in complaint handling.

Mr Herman Hui Chung-shing (Chairman of the Operations and Advisory Committee), Mr Richard Yu (Secretary-General) and other representatives from the Secretariat received a delegation from the Office of Public Sector Anti-Corruption Commission of Thailand. The IPCC introduced to the Thai delegation the two-tier police complaints system in Hong Kong and explained the IPCC's work and statutory functions at this occasion.

6 June 2018

Eight participants of a DoJ’s short-term training programme paid a visit to the IPCC. They came from Hong Kong and Macao Affairs Office of the State Council and four Mainland Justice Departments / Bureaux respectively. During the meeting, Mr Richard Yu (Secretary-General) introduced to the visitors the two-tier police complaints system in Hong Kong as well as the statutory functions of the Council as provided for under the IPCC Ordinance.

Mr Richard Yu (Secretary-General) spoke to over 600 students at the Shaw College Assembly in The Chinese University of Hong Kong. By illustrating with the latest statistics and complaint cases, Mr Yu shed light on the statutory role, function and values of the IPCC. He also responded to students’ questions regarding the impartiality and independence of the IPCC.
