At the joint meeting between IPCC and CAPO, the Police provided the latest update on complaint statistics and progress with investigating complaints arising from the Occupy Movement and the Mong Kok Riot. Both parties then exchanged views on enhancing the efficiency of vetting complaint cases.

Mr Larry Kwok Lam-kwong (Chairman) and 23 Members had lunch with the Commissioner of Police and other senior officers, to exchange views on handling of complaints against the police. Mr Larry Kwok said he expected that both parties would do their part, and strictly uphold a transparent, effective and reliable police complaints system. He also hoped that the Police would continue to adopt the improvement measures recommended by the IPCC and enhance complaint prevention work.

Mr Herman Hui Chung-shing was invited to attend the Service Quality Award Scheme 2016 semi-final presentation, organised by the Service Quality Wing of the Force. He also took part in adjudicating projects submitted by different formations.

Miss Lisa Lau Man-man (Chairman of the Publicity and Survey Committee) and Ir Prof Vincent Ho were on the adjudicating panel of the Video Dubbing Competition of Project LIGHTHOUSE II. Hosted by the Complaints Against Police Office, the competition aimed to enhance the capability of frontline officers in handling conflicts and clashes, in the hope of reducing the number of complaints. Three short videos, depicting quarrels between police officers and members of the public, have been produced and participants were invited to dub new dialogue for the scenes in a tactful manner so as to demonstrate the composedness and professionalism of the Force.

At the joint meeting between the IPCC and CAPO, the Police introduced their initiative “Operation Breakthrough” for assisting youths-in-need, and provided the latest update on complaint statistics and investigation progress in connection with the Occupy Movement and the Mong Kok riot.

Mr Larry Kwok Lam-kwong (Chairman), Ms Noeline Lau Yuk-kuen, Hon Kenneth Leung Kai-cheong, Ms Sandy Wong Hang-yee, Dr Hon Helena Wong Pik-wan, Mr Adrian Yip Chun-to, Dr Eugene Chan Kin-keung, Ir Prof Vincent Ho, Miss Lisa Lau Man-man, Ms Ann So Lai-chun, Mr Herman Hui Chung-shing and Mr Wilson Kwong Wing-tsuen were invited by the CAPO to visit Mongkok District to observe the police’s work in relation to vice activities such as licence checks, operations against vice establishments and joint operations with the Immigration Department. This activity aimed to enhance Members’ understanding of police work procedures and facilitate the vetting of complaint cases.

At a joint meeting between the IPCC and CAPO, the Police introduced their“Complaint Prevention Training for New Recruits” and provided an update on the investigation progress of complaints arising from the Occupy Movement and the Mong Kok riot. After the meeting, there was a media interview with Mr Larry Kwok Lam-kwong (Chairman) about the progress of vetting complaint cases.

Mr Larry Kwok Lam-kwong (Chairman), Hon Tony Tse Wai-chuen (Vice Chairman), Ms Noeline Lau Yuk-kuen, Dr Carol Ma Hok-ka, Ms Sandy Wong Hang-yee, Ms Mary Wong Tak-lan, Mr Adrian Yip Chun-to, Mr Clement Tao Kwok-lau, Ir Prof Vincent Ho, Mr Arthur Luk Yee-shun (SC), Miss Lisa Lau Man-man, Mr Herman Hui Chung-shing, Mr Barry Chin Chi-yung, Mr Clement Chan Kam-wing and Mr Wilson Kwong Wing-tsuen conducted an on-site observation of the 1 July procession. The observation was in two parts. The first part began with a briefing at the police command centre, after which Members proceeded to the starting point of the procession in Victoria Park, and then continued to observe along the procession route. The second part conducted of observing the procession arriving at the finishing point at the northern pavement of Harcourt Road outside the Central Government Offices.

Mr Larry Kwok Lam-kwong (Chairman), Mr Simon Ip Shing-hing, Ms Sandy Wong Hang-yee, Mr Arthur Luk Yee-shun (SC), Miss Lisa Lau Man-man, Ir Edgar Kwan Chi-ping, Mr Barry Chin Chi-yung and Mr Clement Chan Kamwing attended the 1 July procession briefing held by the Police. During the briefing, Members gained a better understanding of how the Police handle public order events under the mandate of ensuring public safety, and exchanged views on Police arrangements for the procession.

At a joint meeting between the IPCC and CAPO, the Police introduced the latest traffic enforcement priorities – “STEP 2016”, and reported the number of complaints they had received and the progress with the complaints investigations in relation to the Occupy Movement and the Mongkok Riot. They then reported the progress of the Force Working Group on reviewing the enhancement measures in the handling of MIPs. They also addressed IPCC’s concern about the arrangement of the designated public activity areas, designated press areas and media liaison during the visit of state leader Zhang Dejiang in May 2016. Two parties proceeded to discuss matters related to these topics.

Mr Adrian Yip Chun-to, Ir Prof Vincent Ho and Mr Barry Chin Chi-yung were invited to attend the “Complaints Prevention e-Newsletter Second Anniversary Cover Page Design Competition Awards Presentation Ceremony”, where they presented the awards to the winners of the competition.

Mr Larry Kwok Lam-kwong (Chairman), Mr Lawrence Ma Yan-kwok, Mr Simon Ip Shing-hing, Ms Noeline Lau Yuk-kuen, Ms Sandy Wong Hang-yee, Mr Adrian Yip Chun-to, Mr Arthur Luk Yee-shun (SC), Miss Lisa Lau Man-man, Dr Eric Cheng Kam-chung, Mr Herman Hui Chung-shing, Ir Edg ar Kwan Chi-ping and Mr Barry Chin Chi-yung together with Secretariat staff visited the PTU Headquarters in Fanling. Representatives of the PTU gave a presentation, demonstrated how they handled public order events, and showed Members the gear used by the PTU. Council Members also took this opportunity to talk with frontline officers to understand the situation they face in handling public order events.
