During the joint IPCC and CAPO meeting, the Police reported on the complaint statistics between January and February, and gave a presentation on the Force’s accreditation of training programmes. Views on the effectiveness of these programmes in preventing complaints against the Police were exchanged at this occasion.

Mr Larry Kwok Lam-kwong (Chairman), 6 Members and representatives from the Secretariat visited the Junior Police Call Permanent Activity Centre and Integrated Youth Training Camp (“JPC Camp”) at Pat Heung, Yuen Long. They were briefed by the Force on the aim of setting up the Junior Police Call Scheme, as well as the background, facilities and training concepts of the JPC Camp.

At the joint meeting, the Police updated all attendees the latest complaint statistics and introduced the newly established Anti-Deception Coordination Centre as well as how it has combatted and prevented suspicious deception cases.

Mr Larry Kwok Lam-kwong (Chairman) and 10 Members visited the Emergency Unit Hong Kong Island (EU HKI). Representatives of the EU gave a presentation to Members on the work of the EU and complaints situation, and showed Members the gear used by the EU such as the arms and body worn cameras. Council Members also took this opportunity to talk with frontline officers to understand the situation they face in daily operation.

Miss Lisa Lau Man-man, Mr Herman Hui Chung-shing, Mr Arthur Luk Yee-shun, SC, Mr Wilson Kwong Wing-tsuen, Mr Alex Chu Wing-yiu, Miss Sylvia Lee Hiu-wah, Dr David Lee Ka-yan, Ms Melissa Kaye Pang, Prof Martin Wong Chi-sang and staff from the Secretariat conducted an on-site observation of the annual 1 July procession. The observation began with a briefing at the police command centre. Members then proceeded to the starting point of the procession in Victoria Park, and continued to observe in Causeway Bay and Wan Chai along the procession route.

Police representatives explained the crime situation of non-ethnic Chinese and street prostitution in the district. Both parties also exchanged views on the recent complaints trends.
